This invention refers to ventilation and air-conditioning. A radial flow blower having a spiral casing (1), with a cut off panel (2), inlets and an outlet (5). A rotor (6) is installed inside the spiral casing (1). The rotor has a shaft (7) with a disc. Blades (10) are fitted on the peripheral surfaces of the disc edges, defining internal rotor spaces (11). Dampers are fixed (mounted on one end) onto the spiral casing (1). The peripheral edges (19) of the dampers are placed at the interior spaces of the rotor (11) and are counter - balanced (a1) relative to the cut off panel (2) in a direction opposite to the rotational direction of the rotor (6). The openings (d1) between the cut off panel (2) and the sliding edges (12) of the blades (10), which are located nearest to them, range between 0.03 to 0.2 times the distance (R1) from the rotational axis (O1 - O1) of the rotor (6), to the sliding edge (12) of the blade (10).
