PURPOSE:To provide a simultaneously desulfurizing and denitrating apparatus in which quantity of absorption solution and concentration of catalyst of the solution contained in both absorption and cooling towers is maintained constant by transmitting a portion of circulating solution in an absorption tower for desulfurization and denitration to circulating solution in a cooling tower, and a portion of the circulating solution in the cooling tower to the circulating solution in the absorption tower.
