<p>PURPOSE:To accumulate and record the total quantity of a magnetic card by enabling only the card being circulating on a normal route to be used by performing check sign recording when the magnetic card is delivered from an issuing origin to a customer, and detecting the presence/absence of the check sign recording when the card is used. CONSTITUTION:When the magnetic card K is inserted to the insertion opening of a terminal part at the time of delivering against the receipt of cash from the issuing origin of a shop, etc., to the customer, the check sign recording is performed by a check sign recording means 12. When the magnetic card K is inserted to the insertion opening of the terminal part again when it is used, the presence/absence of the check sign recording of the magnetic card K is detected by a check sign detecting means 13, and the presence/absence of the check sign recording is displayed on display means 14A and 14B, and furthermore, the total quantity of the number of uses of the magnetic card K on which the check sign recording is applied is accumulated and recorded by a total quantity accumulation storage means 15.
