PROBLEM TO BE SOLVED: To provide a message processor which handles compressed coded data, especially a message processor which can encode and decode a message according to a PER. SOLUTION: This processor is provided with a syntactic analysis tree holding part 104 which holds a syntactic analysis tree produced from syntactic description that defines the structure of a transmitted and received message, a syntactic analysis tree scanning part 101 which scans the syntactic analysis tree together with the input of message data that is a processing object, encodes and decodes value and outputs it, a preamble processing part 102 that processes a preamble field of a message which is used to show the existence of an element in message data that is transmitted and received and an index processing part 103 that selects one among plural elements and processes an index field of the message which is used to show what number element is selected in the transmitted and received message.
