摘要 PURPOSE:To predict the loading state of a line, to decide a request call and to keep the normal loading state in a network by expressing the load state of a line and a traffic attribute of a terminal equipment as flowrate of a cell in the unit of plural times. CONSTITUTION:An exchange 15 grasps the present load state of a relay line 20 as estimate cell flowrate A(1)-A(4) in 4 kinds of unit times t(1)- t(4). The application traffic attribute of a connection request call (referred to as a call k+1) is expressed as flowrate a(k+1, 1)-a(k+1, 4) caused at time t(1)- t(4), the sum of applied flowrate of k-set of calls connected already in each unit time is calculated, and statistic multiple effect coefficients a'(i) (i=1, 2, 3, 4) is multiplied respectively with the sum flowrate of each unit time to obtain estimated cell flowrate A'(1)-A'(4). Then each flowrate A'(i) is compared respectively with a line maximum cell flowrate led from the line capacity in each time t(i) and the propriety of reception in the line 20 of a request call is decided.
