PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of operating the engine in high efficiency regardless of the weight of load and also changing an operation mode during the operation of the internal combustion engine. SOLUTION: This control device is provided with a measuring system 10 for measuring a state amount indicating the operation condition of the internal combustion engine, an engine performance calculation model 20 for performing the optimization of engine operation based on the calculation value from the measuring system, and a control 30 for controlling the engine based on the result of optimization performed by the engine performance calculation model.
