PURPOSE:To suppress the influence of noise to a still picture and to improve the picture quality of a television by providing a movement detecting circuit with an integrating means for integrating a movement detecting signal and a sensitivity control means for changing movement detecting sensitivity characteristics in accordance with the output of the integrating means. CONSTITUTION:A movement detecting signal is integrated by the integrating means 38 over the whole specified picture and outputted as the moving variable of the whole specified picture. A CPU 39 controls the movement detecting sensitivity characteristics in accordance with the output of the means 38, and when the occupation rate of a moving picture to the whole specified picture is large, the current sensitivity is changed to the sensitivity sensitive to the movement, so that even when a change in the image movement of the succeed ing picture is large, movement detection can follow the movement. When the current sensitivity is changed to a low sensitive value to the movement at the time of small occupation ratio of the moving picture, the influence of noise to a still picture can be suppressed. |
