<p>PURPOSE:To detect a vector in an excellent way by applying vector difference detection with higher accuracy based on a moving vector selected by a 2nd moving vector detection means. CONSTITUTION:A specific frame is set among consecutive frames of a picture signal inputted continuously at a prescribed interval (several frames) in advance and a 1st moving vector detection means 40 applies coarse moving vector detection in one step between specific frames. Then in the case of coding with prediction in a non-specific frame between the specific frames, a 2nd moving vector detection means 41 applies a higher accuracy vector difference detection based on a moving vector selected in the 1st step as a 2nd step. Thus, excellent vector is detected.</p> |
