A polymer is prepd. by polymerizing (a) 0.5-100 wt.% of (hydroxy) phosphinylalkyl acrylate, (hydroxy)phosphinylalkyl methacrylate, (dihydroxy)phosphinylalkyl acrylate, methacrylate of ethacrylate or their alkali metal salts, alkali earth metal salts or ammonium salts, and (b) 0-99.5 wt.% a cpd. contg. polymerizable 1,2-ethylenic unsatd. gp. The polymer contains the repeating unit of formula (B) or (C). In the formulas, R1= H or CH3; R2= H or C1-10 alkyl; R3= H, alkali metal cation, alkali earth metal cation or ammonium cation; R4= C1-18 alkyl.
