摘要 <p>PURPOSE:To attain the simplified hardware and to detect a moving vector with high detection accuracy by using a distortion quantity by area for narrowing the retrieval range of the moving vector. CONSTITUTION:A moving vector retrieval range 4 is split into plural retrieval small areas 10, plural retrieval object blocks are arranged at a low density for each area 10, a calculation object moving vector 11 is detected by using an area minimizing the sum of inter-block distortion quantities as a minimum distortion area 12. As to the minimum distortion area 12, a limited retrieval range 13 is set as a high density retrieval object block and a moving vector is detected from the range 13. Thus, it is possible to narrow the existing position of the minimum distortion block with high accuracy by comparing the distortion at first in the unit of areas and then the high density moving vector is retrieved in the narrowed area to ensure high detection accuracy while the quantity of the arithmetic operation is suppressed.</p>
