PURPOSE:To attain connection with a transfer destination by means of an optimum route by transmitting a disconnection packet where a facility identifier, a transfer cause and a transfer destination subscriber address are set to an originating exchange and recalling the transfer destination subscriber address. CONSTITUTION:When a packet terminal 50 is called from a packet terminal 40 and when a packet exchange 20 which has received a call request packet from a packet exchange 10 transfers the packet to a packet terminal 60, it identifies the transfer destination subscriber address to be the other exchange. The new facility identifier, the transfer cause and the transfer subscriber address are set in the use facility of a disconnection packet 70 by a disconnection packet setting/identifying control part 200, and the packet 70 is transmitted to the exchange 10. In the exchange 10 which has received the packet 70, a disconnection packet setting/identifying control part 100 identifies the transfer cause and the transfer destination subscriber address, recalls a packet exchange 30 by the optimum route and connects the terminal 40 and the terminal 60.
