A hydraulic cement composition is effectively dispersed with use as a dispersion agent of a reaction product obtained by oxidizing and polymerizing a condensate between formaldehyde and a naphthalenesulfonic acid salt or an alkylnaphthalenesulfonic acid salt to have a constitutional unit derived by cutting of the methylene group, that derived by hydroxyzation and condensation polymerization and that derived by the oxidation and the ring-opening of the naphthalene ring.
