A wall for shutting out noise or for providing thermal insulation is constructed from three rectangular panels with each panel having a thickness of 1mm. The panelss are mounted parallel to each other and are separated from one another by rubber cubes with a side of 1cm. These cubes are arranged in rows with a spacing between the cubes of 5cm. The cubes are bonded to the steel plates and a rubber strip 10mm wide by 2mm thick is bonded between the edges of the plates. Hollow needles (1) and (2) are pressed through this perimeter strip and are connected to a vacuum pump in order to produce a vacuum in the spaces between the plates.
