PURPOSE:To prevent the degradation of a received picture due to the mismatching of transmission and reception for motion detection even when the band of the motion detection in a reception side is narrow by executing motion decision separately to the several bands. CONSTITUTION:The frequency band of an input video signal is divided into the plural bands by a filter 11, 12 and to the respective divided bands, the motion detection of a picture is executed by motion detection circuits 1, 13, 2 and 14. Then, an obtained result is decided by a logical deciding circuit 15 singly or with coupling plural results. Based on the decision, the band of a transmitting signal is limited. Thus, when the frequency band of the video signal as the object of the motion detection is different in the transmission side and reception side, the generation of the degradation in the received picture can be eliminated. |
