NEW MATERIAL:A compound expressed by formula I [R<1> is 1-20C (halogen- substituted) monofunctional hydrocarbon; R<2> is H, 1-10C (OH-substituted) monofunctional hydrocarbon; R<3> is H or 1-20C (OH-substituted) monofunctional hydrocarbon; R<4> is 1-10C (substituted) bifunctional hydrocarbon, etc.; X is halogen; a is 0-20]. EXAMPLE:A compound expressed by formula II. USE:A cationic type silicone surface-active substance. PREPARATION:An organohydrogenpolysiloxane having Si-H bond in one terminal is reacted with an epoxy compound having one ethylenically unsaturated bond and one epoxy group in the presence of a platinum catalyst to provide an organopolysiloxane having terminal epoxy group. The resultant organopolysiloxane is then thermally reacted with a secondary amine and further with an alkyl halide.
