The dispenser comprises a feed hopper 10 for receiving a very long web to be delivered in the form of sections, a brake 20 for immobilising the web to be delivered, a delivery device 30 for delivering the web to be delivered, an odometer for measuring the length of web to be delivered, a cutter 50 for cutting off the web to be delivered into successive sections of predetermined specific length and a measurement instrument 60 connected to the odometer and to the brake 20 so that, when the portion of web which has been delivered by the delivery device 30 and which has passed the cutter 50 has reached a length measured by the odometer which is equal to a predetermined length, the brake 20 immobilises the web so that it can be cut up by the cutter 50 into a section of this predetermined length. Application to webs, one face of which may optionally be protected by a strippable sheet. <IMAGE>
