The present invention makes it possible manually to cut paper, cardboard, carpet, lino or any other soft material, in complete safety, simply by making the tool slide over the material to be cut after this material has been inserted into the tool itself. The cutter according to the invention is composed of a body 1 which holds a blade 31 over which is fitted, at its central part, a shoe 26 acting as a safety closure and completely covering the blade, and including a slideway on its upper part, on which is placed a safety cover 25 having a hollowed-out part 21 which acts as a handgrip for manipulating the tool. When this safety cover 25 is removed, the blade can be seen and the tool can be used as a conventional cutter. The cutter according to the invention is particularly intended for DIY enthusiasts and even for children, in a smaller, simpler and non-dismantleable version which is therefore very safe. <IMAGE>
