PURPOSE: To easily and economically produce a fluorochemical surfactant composition having an effective surface tension lowering characteristic by using the fluorochemical surfactant composition containing a fluorochemical amine salt having a specified structure. CONSTITUTION: The fluorochemical surfactant composition containing the fluorochemical amine salt expressed by formulas I-IV (where Rf is a perfluoroaliphatic group containing 3-20 carbon atoms, R is H or CH3 , each R<1> is an alkyl group containing 1-4 carbon atoms respectively independently) is used. In the composition, a heteroatom imparts a stable connection between fluorocarbon parts of the Rf but does not interfere with an inert characteristic of the Rf group. Therefore, the fluorochemical surfactant composition having the effective surface tension depression characteristic is obtained and used as a wetting agent, dispersing agent, etc.
