PURPOSE:To execute the new registration of a subscriber terminal with a remote control from an NCP(network control processor) without giving completely the influence to the communication of other subscriber terminal by changing subscriber terminal control data on respective packet exchanges in a packet exchanging network with the remote control by NCP. CONSTITUTION:Subscriber data of a subscriber terminal 2a newly registered are inputted from an operator console 7. Based on the inputted data, an NCP 5 prepares a change information file 8 in a disk device 9. The NCP 5 issues a terminal information registering control packet to a packet exchange 1a based on the contents of the change information file 8. Then, the packet exchange 1a returns an affirmative confirming response(ACK) to the NCP 5. When the NCP 5 receives the ACK, a line information setting control packet is issued to the packet exchange 1a based on the contents of the change information file 8. The exchange 1a returns the ACK to the NCP 5.
