A high-shrinkable elastic yarn is prepd. by spinning, then stretching and heat-treating polyeste elastomer resin which has 30-400 of hardness, 1.0-4.0 intrinsic viscosity and 160-180≦̸C melting temperature. The polyester elastomer resin comprises 15-50% hard segment of formula (I) and 50-85% soft segment of formula (II). In formulas, R is two covalence radical formed by eliminating two carbokyl gp. from terephthalic acid, isophthalic acid or the mixt. thereof; D is two covalence radical formed by eliminating two hydroxy gp. from ethylene glycol, 1.4-butylene glycol, 1.6-hexadiol or mixt. thereof; G is two-covalence radical formed by eliminating two hydroxy gp. from PEG, PPG, polytetramethylene oxide glycol; m,n=1-20.
