The phase comparator includes a first signal input terminal (1a) supplied with a reference signal, a second signal input terminal (1b) supplied with an input signal to be compared with the reference signal, and a first gate circuit (14a) having a pair of input terminals and an output terminal, one of the pair of input terminals of which is coupled to the first signal input terminal. A second gate cicuit (14b) is provided having a pair of input terminals and an output terminal, one of the pair of input terminals of which is colupled to the second signal input terminal (1b). A first bi-stable circuit (15a) is povided having set, reset and output teminals, the set terminal of which is connected to the output terminal of the fist gate circuit (14a).
