This set signal and a detection signal corresponding to the rotational frequency of the output shaft of a speed-increasing gear 2 are inputted to an operation command part 8. In the command part 8, a characteristic corresponding to the degree of opening of the throttle is selected based on the set signal of the degree of opening of the throttle, and the output torque of an engine corresponding to the rotational frequency is obtained in accordance with this characteristic, and the torque value is outputted to a power supply part 9. In the power supply part 9, a DC motor 1 is controlled based on the torque command so that the torque of the output shaft of the speed-increasing gear 2 is equal to the output torque of the engine. In a transmission control part 11, the torque of the output shaft of a transmission 3 is controlled based on the rotational frequency detection signal and the set signal of the degree of opening of the throttle.
