PURPOSE: To simplify a mechanism and to facilitate handling by a method wherein movement in the longitudinal direction is stopped and a layer of a material is fed by a feeding means in the transverse direction across the portion of the web when the web is moved in the longitudinal direction along the inlet and outlet path portion and is moved in the edge direction from the first position to the second position. CONSTITUTION: A consistent path of a web 11 is provided on a frame 12 by an inlet path portion 14 ended at an terminal end 15, an outlet path portion 16 started at an starting end 18 and a path part 20 in the transverse direction between the terminal end 15 and the starting end 18. In addition, a part of the web 11 is periodically moved along the path part 20 in the transverse direction wholly to the edgewise direction and at the same time, individual length of the inlet and outlet path parts 14 is changed but their combined length is made the same. In addition, the movement of the web is performed between the first position wherein the length of the inlet path part 14 is min. and the second position wherein it is max. and a rotating vacuum applicator drum 21 is provided so as to feed a layer 8 of material across the portion of the web 11 between them.
