PURPOSE:To realize the efficient use of a network resource while guaranteeing delay quality of a packet and missing quality by using the network resource only when a call sends information and releasing the network resource when the information is not communicated. CONSTITUTION:A terminal equipment sends a call setting signal (a) to a network in the occurrence of a call request. The network applies logic call setting (1) to the signal (a) and sends a call reception signal (b) to a terminal equipment. The terminal equipment sends a transmission request signal (e) to the network prior to transfer of an information packet every time one or a series of information packets is transferred. The network applies network resource assignment (2) and sends a permission signal (f) to the terminal equipment when the assignment is successful. The terminal equipment sends the information packet (f) and informs a temporary end signal (g) after the end of transmission of the information packet. The network releases the network resource. The transmission of a series of information packets is repeated between the terminal equipment and the network and after the end of transmission of all information packets, the terminal equipment sends a call end signal C to the network. The network initializes the setting for the call to complete the communication.
