PURPOSE:To permit the writing-in of a ROM in the soldered state onto a substrate by executing the calculation processing for the engine control by a program in which writing-in from outside is carried out into the ROM in which writing can be executed under a specific using condition. CONSTITUTION:A program read from outside through the serial transmission is stored in a RAM 3, and a program necessary for the execution of the above- described program is stored in a ROM 6 built in a CPU 1. A program to be stored in the ROM 2 by using the above-described program is loaded, and stored into the RAM 3. When the program stored into the RAM 3 is executed, the ROM 2 is put into the write-in mode by the signal supplied from the CPU 1, and the data (program) inputted through the serial transmission is written into the ROM 2 successively. Therefore, rewriting of the program can be carried out without replacing the ROM 2. Since the writing-in of the ROM can be carried out, keeping the ROM in the directly soldered state onto a substrate, the manhour for changing the contents of the ROM can be reduced markedly.
