PURPOSE:To form a uniform exposing means and a charging means in one body by doubling the shield plate of a charger as a lamp light reflecting plate. CONSTITUTION:The entire surface of a photoreceptor 4 is exposed to an optical destaticizer 1 to remove residual charge and then charged by a charger 2, and an unexposed part exposing device 3 destaticize a nonpicture formation area, preventing toner from sticking to the nonpicture area. A reflecting plate is formed of the shield plate 7 and external wall 6 of the charger, and light from a lamp 5 is guided to both side parts of the charged area to perform optical destaticizing and nonpicture part exposure. Consequently, a lighting and charging unit A uses the charger 2 of the optical discharger and the unexposed part exposing device 3 in common, thus simplifying the constitution.
