Rotatable rods (1)(1') which are connected with the base of a vehicle (A) by a pin (2) are connected to each other by a center pin (4) so that they are equally spaced on a working plate (3), while they are positioned between the quick braking distance. When a working rod(6) is pushed, a pressure cylinder (7) at the base of the vehicle and the inner side of the working plate are designed to be operated so that the moving plate is touched with ground, and then a friction plate (10) forming a small groove pushes ground according to the slope condition of ground.
