PURPOSE:To attain the unitary control of all component elements and to facilitate the maintenance and control of a software constitution table by setting the information for selection when a component element serving as a selection part is registered into a data base. CONSTITUTION:At a process part 1, a data registering part 1a is actuated at registration of the component elements and the data showing the contents of a component table is produced via a data base access part 2a. The identification information showing whether the elements can be selected or not is recorded into a component element data part 2b in addition to the hierarchical relation set among the component elements. While a data reference part 1b is actuated at reference to the component table and the part 2b is taken out via the part 2a. In this case, it is decided whether the corresponding element can be selected or not. If so, a model of the component table for the necessary software is produced based on the control information given from the outside.
