The device consists of a reel receiving sleeve (1) and a clamping sleeve (5) rotatably joined to each other by slip-fitting the sleeve (5) over the sleeve (1) with respective stepped rim portions (9),(10) . The sleeves (1),(5) are coaxial for receiving a real, but when turned relative to each other they become eccentric to each other so as to clamp and hold the reel by pressing of the biased sleeve inner walls. The receiving sleeve wall (2) has a slanted groove (4) at one end to receive a part of a foot pole mount (3) to hold the sleeve (1) fixed relative to the turning of the other.
