PURPOSE:To improve the quality of a knowledge base and the efficiency of knowledge base construction by providing the title system with an inter-work- sheet converting means including a work sheet information reading function and a function for converting a knowledge arranging method. CONSTITUTION:The inter-work-sheet conversion tool 110 converts correspondence from a document to a keyword to correspondence from the keyword to the document in order to support user knowledge arrangement and outputs the converted result to a relational document definition work sheet 140. A rule file formation tool 115 acquires information from the work sheet 140 completing the knowledge arrangement and forms a relational degree rule file 145. The acquired information is compared with information previously acquired and stored in a work sheet information file 120 and an error in the use or the like of an unregistered keyword is detected and displayed on a display device. The information is acquired from a rule file 145 by a rule file reverse conversion tool 125 and entered in a relational rule definition work sheet 135.
