PURPOSE:To improve the abnormality recognizing ability and to improve the overall reliability of a system by securing such a constitution where a communication control part detects the abnormality of a system control part and informing this abnormality to an external control system. CONSTITUTION:A communication control part 2 sends a system monitor mail to a system control part 1 and at the same time sets a prescribed timer to wait for reception of the monitor mail. The part 1 receives the monitor mail and transmits a system monitor response mail to wait the second reception of the system monitor mail. The part 2 decides the normal working of the corresponding CPUi of the part 1 and repeats the same action to the next CPUi+1 in case a response mail is received within a timer set time. In case no response mail is received by the part 2 from a certain CPUj of the part 1 within a set time, the abnormal working of the CPUj is decided and informs the occurrence of the abnormality to an external control system.
