PURPOSE: To improve the quality of an image by using an image receiving web whose surface resistivity is within the range of a predetermined value. CONSTITUTION: This device is provided with a belt 20 which carries a developed toner image on its surface and whose surface resistance is 10<7> to 10<10>Ω. The electrostatic field of a high voltage exerts on the belt 20, the developed toner image and the image receiving web, and an equivalent surface charge is generated on the belt 20. Consequently, the value of the conductivity of the belt 20 is adequately selected, so that a second electrode 37 passes through a transfer position 31 and is displaced from the transfer position in the moving direction of the image. Thus, the image quality is improved.
