PURPOSE:To well transport postal matter even at the time of force stamping and to improve treating capacity by allowing direct feeding of the postal matter to the ensuing stage by bypassing a buffer section when there is on need for collecting the postal matter in the buffer section. CONSTITUTION:The buffer section 8 accumulates the postal matter fed intermittently from a 1st transporting path 6 therein and delivers the postal matter by each piece at specified intervals. The 2nd transporting path 19 feeds the postal matter delivered from the buffer section 8 to the ensuing stage. Further, the postal matter is joined to the 2nd transporting path 9 by bypassing the buffer section 8 from a branching section 11 provided to the midpoint of the 1st transporting path 6. A branching section 11 guides the postal matter fed thereto along the 1st transporting path 6 to the buffer section 8 or the 2nd transporting path 9 at need. As a result, the postal matter is well transported even at the time of force stamping, etc., and the treating capacity is improved.
