PURPOSE: To improve control of the density of granular neutron absorbing material by stacking a plurality of storage cans containing neutron absorbing material so as to form one columnar body, and inserting them in a neutron pipe stored inside a sheath type covering body. CONSTITUTION: An appropriate amount of neutron absorbing material is put in storage cans 28 at a desired density, and the storage cans are closed by an end cap. By stacking the ends of a plurality of storage cans so as to form a columnar body, the storage cans are constructed inside a tube 24 and sealed with an end column 26. A plurality of pipes 24 are arranged side by side, stored in the sheath type covering body, and supported by an upper supporting member 16 and a lower supporting member 18. In this system, it is possible to arrange the neutron absorbing material in various patterns by changing the quantity or type of the neutron absorbing material to be put in the storage cans 28.
