PURPOSE: To extend the developed application of a videotex by respectively providing a package and a server with 1st and 2nd encoding/decoding means and providing the package with an order accessible precession mode. CONSTITUTION: A switching management device AIG including a terminal protocol software has an additional package BA connected to a video adaptor connection PPI through a line LBT. When a user inputs an access code to a selected server from his own terminal, the server transmits a certification request to a package and drives the device AIG in order to inhibit the link of a line interface/keyboard and then the package initializes one message on a screen EC and requests the user to input his own confidential code(CC). When the CC is inputted, the encoding/decoding means decodes the CC by the use of a storage key KST.
