PURPOSE:To specify an opposite terminal equipment even to a call from a packet terminal equipment without any sub address transmission function by generating an incoming call packet designating a sub address number identified by an identification means and sending the packet to a subscriber line. CONSTITUTION:A packet terminal equipment PT611 sends a call request packet via an exchange 600. The PT611 gives a sub address number 0 to the subscriber number to send a call request packet to the exchange 600. A central processing section Cc211 of a packet processing section 210 identifies an incoming subscriber number based on a call request packet stored in a main storage section MM213. When the identification of the incoming subscriber number and the sub address number is finished, the CC 211 generates an incoming packet based on the outgoing request packet and sends the packet to a line connecting to the PT 291. Thus, only the incoming subscriber device corresponding to the sub address number can receive the call.
