On the greater part of the periphery of the pulley 8 there is arranged a chain of rollers 15 providing the tightening of the strap 10 in the groove of the pulley. In a symmetric way with respect to the axis X-X', the axle 14 of each of the two end rollers 15 of the chain is connected to one end of a deflection connecting rod 31 at the intermediate part of which is mounted the axle 32 of a deflecting roller 33. A transverse connecting rod 35 connects together the axles 32 of the two rollers 33, and each connecting rod 31 interacts with two stops 38, 39 which are arranged on either side of the axle of the connecting rod 31 and on either side of the transverse connecting rod 35. Under the effect of the load harnessed to the strand 11 of the strap, a rotational torque is applied simultaneously to both connecting rods 31 by applying to the chain of rollers a tightening action at both of its ends. The apparatus applies to the hauling or lifting of a load attached to a strap or to a belt. <IMAGE>
