<p>PURPOSE:To suppress the deterioration of a picture signal and to perform the compression of the signal by switching an encoding signals from first-(n)th mode quantization circuits at every block so as to minimize distortion for the picture signal and to perform constant encoding at every field. CONSTITUTION:The encoding signals from the first-(n)th mode quantization circuits 5, 7 and 9 are added on a mode decision circuit 11, and at the mode decision circuit 11, prescribed transmission code length can be obtained as the whole of a picture, and also, a mode signal to minimize the distortion for the picture signal is outputted to a mode selection circuit 23. And at the mode selection circuit 23, the encoding signals from the first - (n)th mode quantization circuits 5, 7, and 9 are selected and outputted at every block by the mode signal. In such a way, it is possible to perform a compression processing without deteriorating the quality of the image.</p> |
