A client to reserve a seat inserts a client card 1 into a reserving device 2 and reserves the seat. At this time, the reservation charge is automatically drawn. When the client card 1 is inserted into a ticket issuing device 3 of a station after reservation, a seat ticket is issued. Thus, the seat reservation and issuance can be completely automatically executed without manual labor.
