<p>PURPOSE:To lower the pressure of a low-boiling-point liquid takeout line and recover and store liquid having leaked, by providing an underground tank near a liquid storage tank to use the underground tank as a gas holder when taking out low-boiling-point liquid. CONSTITUTION:In normal operaton, valves 3, 5, 16 are closed. When liquid of low boiling point is conducted from a tank 1 on the ground to a vaporizer 10 by a low-pressure takeout pump 9, the liquid is evaporated by the vaporizer so that the vapor is conducted to an undergrund tank 7 through a low-pressure gas pipe 11. In the event of the leakage of the low-boiling-point liquid from the tank 1 which is caused by an earthquake, an accident or the like, the liquid stays inside a protective embankment 2, the takeout pump 9 is stopped and the valves 16, 3, 5 are thereafter sequentially opened so that the low-pressure gas in the underground tank 7 is released through a leak pipe 15 and the liquid gravitates into the underground tank through a pipe 4 and a recovery pipe 6.</p> |
