PURPOSE:To eliminate a danger of illegally changing production information by prohibiting an operation for storing the production information after a producer stores the production information in a memory. CONSTITUTION:An IC card is constituted of a control element 11 as a control part, a non-volatile memory 12 capable of erasing, a program memory 13 and a contact part 14 for electrically communicating with an external device. The memory 12 is constituted of for instance, an issuing flag area, a production information area, an area definition information area and a data area. The storing operation of the production information to the production information area is prohibited after the producer stores the production information.
