In process control technology, mosaic panels having operating elements and visual display units (VDUs) having process operation keyboards are used for the purposes of operation and observation. Because of the spatial separation of the mosaic panels and the VDUs, operation can only be carried out in a cumbersome manner. The invention describes an operating and observing system having a visual display unit (SG) and a mosaic panel (MT) on which symbols (Bij) of operating elements are displayed at numbered symbol locations and an operating marker can be displayed. In this way, operating the visual display unit (SG) and the mosaic panel (MT) from one operating position is made possible. The invention is applied in process control technology. <IMAGE>
