PURPOSE:To set the hopping pattern optionally and to improve the privacy by inserting hopping frequency information of next or succeeding communication in a communication data, to the upper side or the lower side band of, e.g., the ISB(Independent Side Band) communication system. CONSTITUTION:Carrier frequency information used in the next communication is inputted as data to an FSK modulator 13 in a lower side band forming section to obtain an FS wave, the FS wave applies AM modulation by a MOD (modulator) 14 at the output of the VCO 10, transmits the lower side band only by an LSB FIL 15 to obtain an SSB signal and transmits only the upper side band by a USB FIL 11 to obtain an SSB signal, they are synthesized by an HYB and an ISB signal having a signal with different data is obtained respectively at the upper side band and the lower side band. Simultaneously, the frequency information is given to a processor 17, which varies the VCO 10 to form the carrier frequency to be its frequency and the transmission pass band of the USB FIL 11 and the LSB FIL 15 by the control of the processor 17 attended with the fluctuation of the carrier frequency.
