<p>PURPOSE:To install a discharge electrode to a distributing line without approaching the distributing line, by pressing the flange of the discharge electrode with a screwdriver mechanism arranged to a manipulator and by fastening the screw passed through this flange. CONSTITUTION:When a drive shaft is rotated interlockingly with a drive source shaft 8 of a manipulator 7, a screwdriver mechanism 20 is driven through a level gear mechanism 13, a torque limiter 14 and a one-way clutch 15 and a screw if passed through a flange 1e of a semicircular body 1a of a discharge electrode 1 is rotated. By engaging a form gear 21 provided to a drive shaft 11 with a worm gear piece 24 provided to the base end section of a rotatable arm 23, the and 23 and a link 27 will fall. Then the flange 10 of a semicircular body 1a' of the discharge electrode anchored to a clamp crick 28a of a clamp piece 28 provided in unrestrictedly sliding to the link 27 is pressed into contact with the flange 1e of the semicircular body 1a.
