The IC card 2 collates the proper information in a proper information confirmation module 6 and the decision of a utilization permission is executed in an updating information confirmation module 7 by confirming that the received updating information is latter compared with the updating information recorded in the IC card 2. Thus, the updating information 4 is added to the information of a confirmation at the time of an IC card utilization start and an illegal access means can be found by deciding the updation of the updating information 4 in the IC card 2 at the time of starting utilization.</p> |
