CONSTITUTION:A plate as the anode 2 is placed opposite to a plate as the cathode 3, a liq. permeable diaphragm 4 is placed near the surface of the anode 2 at an interval and a bed packed with particles 5 of an electrically conductive medium is formed between the diaphragm 4 and the cathode 3. Carbon fibers having 0.01-0.035g/cm<3> bulk density are used as the particles 5 at 0.02-0.050g/cm<3> packing density.
