PURPOSE:To prevent the occurrence of poor operation due to a poor oil sealing state by a method wherein oil in a housing is sealed by means of a seal member located at a portion where the one of a protrusion parts protruded from both sides of a rotor is extended through the housing. CONSTITUTION:A rotor 40 is inserted coaxially with a cam ring 41, and a small protrusion part 40b protruded in the hollow part of an intermediate plate 10 is supported by means of a needleform roller bearing 12 securely engaged internally of the hollow part. A large protrusion part 40c protruded in the hollow part of a small side plate 51 is supported by means of a needleform roller bearing 13 securely engaged in the vicinity of the side end part of the cam ring 41 of the hollow part. In the hollow part of the small side plate 51, an X-ring 14 being a seal member is positioned nearer the right side than the securing position of the needleform roller bearing 13, and is mounted in a state to be adhered to the outer peripheral surface of the large protrusion part 40c of the rotor 40.
