PURPOSE:To transmit/receive an initial screen request in the shortest time by turning on/off a Q bit of a packet header in a data packet sent at first, sending the result to other packet exchange and discriminating the presence of the initial pattern request depending on/off of the Q bit in the received data packet. CONSTITUTION:When the initial screen information is requested to other packet exchange, a Q bit processing section 13 sends the Q bit of the data header in the data packet sent at first in the lots of data packets resident in a packet transmission control means 1 as 1, 0. Moreover, the presence of the initial pattern request depending on 1, 0 of the Q bit in the received data packet. Thus, even when lots of resident data packets exist, they are sent in the shortest time, and the presence of the initial screen request is recognized quickly from the received data packet.
