In this case, in the control module 16, measurement values of a steering angleα, car speed V, and steering force Fs are compared with reference three elements in a ROM having specified valuesα, V, Fs. When the valuesα, V, Fs are included in reference specified values, a road adhesion value corresponding to the reference values of the three elements is read from the ROM. Next, if the road adhesion value is less than an initial value or not is determined, and for YES, an output control command is generated to actuate an emergency control device.
