<p>PURPOSE:To more efficiently compress transmission information content and to heighten the quality of receiving side output pictures by transmitting picture information for a background only when the background is truly changed by a scene change, etc. CONSTITUTION:A background memory 24 detects the outline of a moving area in the difference picture between pictures on two neighboring picture of input pictures, makes input picture information for the outside of the outline of the moving area into the background, stores the background while updating it whenever a new input picture is inputted, and transmits the background together with moving arm information from circuits 5, 13, 17, and 18. At a receiving side, the picture information for the moving area is restored based on the moving area information, the picture information for the received background is stored until the picture information for the new background is received, and these pieces of picture informations are synthesized and outputted. Thus, the background for the same part is never sent again after the background is sent once regardless of the change of luminance. Consequently, the compressibility of the transmission information content can be improved, and the picture of good quality can be obtained.</p> |
